This topic can be difficult to understand for students. But if you change it like game, it would be much easier then classic form. Use the material and make a story:

1-Firstly, start from ones and -They have a house and they want to go to the balcony so they want to go somewhere but the "ten bus" take only "tens" so they are going to the tens and add there 

2-"ones" doesn't have a car so it goes to down directly.
